ACPBA Annual General Meeting

The ACPBA will hold its Annual General Meeting Saturday, October 28, 2006. The meeting will be held at the Agritech Park in Truro, Nova Scotia from 11:00am – 2:00pm with Champion Supreme Award Ceremony following the Annual General meeting at 2:30pm.
          Members of the Association are invited to submit notice of any motion for changes to the ACPBA Constitution in writing to the Executive 30 days prior to the Annual General Meeting. Motions will be addressed at the Annual General Meeting during the 11:00am – 2:00pm session.  Please click here () for a list of the AGM Motions or see below.

Nominations 

          If you would like to nominate someone or become a member of the Atlantic Canada Pipe Band Association please submit name to President Elizabeth Danskin on or before the Annual General Meeting. Positions are available including: Vice-President and Newsletter Editor.

Who Can Attend The General Meeting?

4.02:  Each member band may provide two voting delegates at general meetings and any number of observers. Credentials may be required.

4.03:  Each band delegate and each member of the Executive shall be entitled to one vote at an annual meeting of the Association. The President may vote only in the event of a tie.

4.04:  Any member band without a delegate at a meeting may appoint a person present at that meeting to vote for it in respect of any motion or matter proposed in the notice calling the meeting. The appointment of proxy must be in writing signed by the Band’s President and one other official of the member band and presented to the Secretary prior to the meeting.

4.05:   Observers, associate and corporate members may discuss matters being considered but shall have no vote. All other members are eligible to vote in accordance with section 1:01.

4.06:  The Annual General Meeting shall be held in October of each year at the call of the Executive. Notice of any motion will be submitted to the Executive, in writing, 30 days prior to the Annual General Meeting. Those members of the Executive who are retiring shall be replaced or re-elected for a term of two years and any non-active officer shall be replaced for the remainder of the term of office thus vacated.

4.07:  A quorum for any general meeting shall consist of delegates representing 25% of  the member bands.

4.08:  All resolutions and motions shall be decided by a simple majority vote, with the exception of amending the by-laws, which requires a 60% majority of those present and able to vote

The following are the Motions for the Annual General Meeting

1. Amendment to 1:01 (a)

1.01(a) -Change to read prior to event versus 2 weeks prior to event and amend individual to include individual and family.

Presently Reads: 1.01(a): Individuals or bands in Atlantic Canada wishing to compete in competitions sponsored or sanctioned by the Association must be paid up members of the Association at least two weeks prior to the event. Also, solo competitors from Atlantic Canada must be registered as Individual Members of the ACPBA with the exception of Practice Chanter and Drum Pad competitors.

Proposed: 1.01(a): Individuals or bands in Atlantic Canada wishing to compete in competitions sponsored or sanctioned by the Association must be paid up members of the Association prior to the event. Also, solo competitors from Atlantic Canada must be registered as Individual Members or registered as a family membership of the ACPBA with the exception of Practice Chanter and Drum Pad competitors.

2. New Motion: To eliminate the position of Membership on the Atlantic Canada Pipe Band Association and amend the title and responsibilities of Treasurer’s position to Membership /Treasurer.

3. Amendment to 1.01(g)

Change band and individual registration fees payable to the association would be sent to the attention of the Association Secretary.

Presently Reads: 1.01(g): All band and individual registration fees are payable to the association and sent to the attention of the Association Secretary.
Proposed:
1.01(g): All band and individual registration fees are payable to the association and sent to the attention of the Association Membership /Treasurer.

4. Add as new clause to Constitution as 1:02 (f)

All Atlantic Canada Pipe Band Executive members must be paid members of the Atlantic Canada Pipe Band Association.  Each Executive member is entitled to one vote at Association meetings.

5.  Add as new clause to Constitution as 1:02(g)

All Atlantic Canada Pipe Band judges must be paid members of the Atlantic Canada Pipe Band Association.  Each judge is entitled to one vote at Association meetings.

6.  Piobaireachd Music Requirements

Since 2005, Piobaireachd events offered a trial period amending the grade classifications and music test selections to ensure Piobaireachd selections met grade expectations.  It is requested these Piobaireachd grade/ music requirements are updated in the Constitution as the trail period has passed and both meet expectations of grades and music requirements.

Presently Reads 2.02: Games organizers may offer “Test Selections” for individual piping competitions as follows:

  • Ground: Ground Only
  • Novice: Submit one tune
  • Junior Amateur: Submit two tunes
  • Senior Amateur: Submit three tunes
  • Professional: Submit four tunes

Note: Where more than one tune is submitted the adjudicator will select one.

Proposed: 2.02: Piobaireachd: Where Amateur or Professional Piobaireachd Events are held, the grading classification shall be:

  • Grade 5 Ground and first variation
  • Grade 4 - 1 tune

  • Grade 3 - 1 Tune

  • Grade 2 - 2 tunes

  • Grade 1 - 3 tunes

  • Professional - 4 tunes

Note: Where more than one tune is submitted the adjudicator will select one.

7.  In a trial period during 2008 competition season, the present awarding of points of  for band competition will be replaced with a placing system of 1st, 2nd, 3rd, 4th and 5th.

8.  Amendment of Grade 5 band competition March test selections

Presently Reads: 4.13: Test selections for Pipe Band Competitions: SETS: Grade 5 bands may play any time signature, minimum four parts. They may play a two part tune twice or two-two part tunes once.

Proposed To:
Grade 5 bands shall play 4 parts of a quick march in 2/4 time. They may play
one four-parted tune, a two-parted tune played twice through, or two
two-parted tunes played once each.

9. Amendment of Grade 4 band March Medley test selections

Presently Reads: Grade 4 bands shall play one medley of quick march tunes that is at least two minutes and forty-five seconds and not more that four minutes and thirty seconds in duration. Different time signatures may be used, but a quick march medley in one time signature is permitted.

Proposed To: Grade 4 bands shall play one 2/4 march with a minimum of 4 parts. 6-parted marches will be allowed but not encouraged at this level.

10. Amendment of Grade 5 band Medley test selections

B. MEDLEYS:
Presently Reads:
Grade 5 - One medley (bands must play a 3-5 minutes
medley of tunes. Different tune types, time signatures and tempos may be
used but a medley composed entirely of Marches is acceptable.)

Proposed to: Grade 5 bands shall play one medley of quick march tunes that is at least
two minutes and forty-five seconds and not more that four minutes and thirty
seconds in duration. Different time signatures may be used, but a quick
march medley in one time signature is permitted.

  • Membership – term expires 2007 – incumbent not reoffering

Regional Reps:

  • NB – South – Scott Murray - term expires 2007 –incumbent reoffering

  • NS – North Gerry Gillis – term expired 2007   

  • NS – Halifax Valley –term expires 2007
